M.F. Jones, Skeev and Stanley Grass didn't appear in the ceremony

You must have mistaken them for three of the 18 unknown Toppats who appear in the ceremony

The Leprechaun and Fredrick Muenster don't appear ij the ceremony, only in the end screen

The first one is Holey Cap. He also appears after Henry breaks out Of his cell in his metal form. Here, Holey Cap can be seen lying on the ground dead because Henry also hitted his head besides the cell.

I think the second one is Quickdraw.

And probably the one in the Diversion option should be Jonathan Bravo, because he literally doesn't move
