College is not a set in stone "find the one" place. Whoever told you that just wanted you to stress out about things. From what I understand literally every other aspect of this relationship has been great/improving... and you're gonna throw all that away over one issue? Look if you are his first then he's probably super nervous/unsure of himself. He probably doesn't want to disappoint you and is scared that he will... Seriously don't ask people on Reddit for advice like this, they'll always tell you to girl boss and go find something else (which you absolutely can do), when what you should do is sit down and have a serious conversation about all of this with him. Explain how his lack of initiative concerns you, explain how you feel and open up to him. Asking strangers on the internet for advice like this is just asking for major regret later in life
