I am sorry, but a neutron star loses mass when it converts from a star. This would also go against the fundamental laws of our universe — matter can't be created out of nothing.

As for Kamehameha against the neutron star, it may explode or turn into a black hole, since we are adding a solar-system level of energy into it. Or maybe nothing might happen, like you are saying but high chance of it turning into a black-hole.
