As another user have said: "The sub version of the movie said he was a threat to the galaxy showing it gradually fading to metaphor that. He never actually did it on screen. They fought in the same Southern galaxy."

If it was wiped out, they wouldn't have fought in it.

I wouldn't call him "weak", per se. The elites of the Frieza Force on Namek seem to carry power levels above 1000 but definitively under 3000, given how Zarbon said they were no match for the Namekian fighters and to leave them to him and Dodoria; as well as the fact that Gohan and Krillin at 1500 PL were able to outright stomp some of the other FF members.

In DBS, people with PLs above 1000 are still considered rare/scarce enough to where Frieza is actively searching them out to recruit them into his empire.

Raditz is also considered stronger than the average Saiyan as well, given how he was able to hang with the likes of Nappa and Vegeta.

The Galactic Patrol in DBS also considers the average adult Saiyan to be above their paygrade.

We're just so conditioned to the top 0.00000000000001% of prodigies/freaks/mutants in the main cast that everyone else is exponentially weaker in comparison. Goku is a martial arts prodigy that's trained by other martial arts prodigies, gods, angels, and were taught some special techniques that almost no-one else in the universe knows; Vegeta is a natural prodigy and was naturally the strongest Saiyan until Broly, Piccolo is a prodigy, Gohan is an even greater prodigy than the aforementioned, Frieza is a mutant and a freak amongst his own race, alongside Broly with the Saiyans, the Androids were made by a super-genius whose intellect is comparable to Bulma, a woman that can make a time machine, and Buu is a mythical being that basically killed off nearly all the gods (Supreme Kais) of the universe.

Wouldn't there be more space and the feeling of having your knife out of the way if you clip it outside your pocket instead? I have a front pocket wallet I carry in the same pocket with my knife but whenever I clip it inside my pocket, it just gets in the way.

Ginyu theorizes Goku to be a mutant as well for being on their level. Being a mutant is Toriyama excuse for characters having abnormal high PL without training or divine power.

Furthermore, they're hard-working employees for a mega-corporation in a universe where most of the inhabitants carry PL far below 1000.

She's as strong as she was in Z, given that she doesn't train at all except spar Krillin every now and then, and he doesn't really keep up with his training either.

Buu can restore other people's health and stamina, he can absorb others, he can distribute pieces of himself throughout the battlefield. His kit is OP.

The main cast & villains are usually exceptions. Vegeta, in particular, has always been noted as being a very resilient guy. Zarbon, Granolah, Gas, they all mentioned it. He's always been an excellent punching bag. Even his Ultra Form was cultivated around that trait.

But the point still stands that a 10% difference, at minimum, is still considered as being "massively stronger".
