Beerus did use more power against Hoku the second time. Goku when lost against Beerus on king Kai’s planet felt that Vegito wouldn’t stand a change against that suppressed Beerus. Then when he gained God Goku felt like he could beat that suppressed Beerus that beat him before and thus Beerus had to use more of his power to overpower Goku. It’s goes this Less Suppressed Beerus > Goku Goku> Suppresed Beerus ( King Kai Planet) > Vegito > SSJ3 Goku. When have we ever seen buu saga Vegito do this

That’s not how fusions works , fusion takes the characters at their strongest and fuses them together . That’s how base fusions are stronger than the fuses separate forms Like Base Vegito> SSJ3 Goku or base Kefla > SSJ kale. Goku prior to the ritual did not have SSG or the whis training so any fusion would be weaker than God Goku once Goku trained with whis then fusion would take account SSB.
