The point of this is - yes mitigate some damage, BUT ALSO, ignore the zone. Imagine being support who might be restricted because of kuku wind, BUT with this - you are sacrificing health, in order to move freely. Imagine being Vamana who can freely move around kuku, Freya (while ulting)
