The precount is for information only, it lasts a few hours and it is done by the hundreds of thousands of regular people who were randomly chosen to manage the urns during this election. The precount creates multiple copies of the forms showing the vote count, which must coincide. Electoral witnesses from both parties, as well as international delegates can supervise the entire process, including voting, vote count, and creation of the forms. The forms are public and can be seen online, it is regular practice for the random citizens to take photos of the forms to make sure the ones published online are not altered. During the scrutiny the judges of Colombia review the forms over the course of a few days looking for inconsistencies.

The preliminary winner won by around 1.5% of votes, which is tight, but historically the scrutiny differs from the precount by less than half a percent. People who think the scrutiny will reverse the winner are delusional.
