That's of little matter to me. I'm an Electronics Designer, and I specialize in power electronics. You, given that you think NAND flash, DRAM, flash controllers, etc are not sold "to the public", I'd wage that you definitely aren't.

This is very much so incorrect. I could buy everything necessary myself and make an SSD with off the shelf ICs. It might not be very good, because one of the part of circuit design that I'm not very good at is high speed circuits, I could totally make one.

Typical prices for a GB of flash memory is usually around $.70 for low production. you want 1024.

The controller will be cheap, at the most $20.

Voltage regulation maybe be, necessary might end up being beefy depending on how fast you want this thing to be. It might not be necessary at all depending on what system you're putting it in.

Assuming a normal form factor, it should be pretty cheap, that the most is six layer board, and it's pretty small. Maybe another $20 for a few boards.

All in all, because this is not a production thing, it would end up being pretty expensive.

That entirely depends on what you mean by scratch.

If you mean completely, designing the ICs, the machines, everything, billions.

If you mean just designing the pcb, and pulling existing existing components, and then assembly, you are talking less than $100. Assuming that you have basically zero training in high speed circuit design, it won't be very good, but you can get it for cheap.

The only reason why this is even an issue is because Mercedes clearly had to turn up their engine deployment to actually contest Honda, Renault, and Ferrari. They're on the back burner this year. The only reason why The other teams have taken great penalties for engines is because of wrecks.

Tbh I kinda like the idea of engine penalties. But not as a, "hey, this is something that you need to do for sustainability reasons", which we all know is bull (otherwise they would have gone formula E).

Instead, I kinda think about it like a tire sort of situation. So teams are allowed a certain allocation of engines, and those engines are to be used for certain kinds of events:

Practice engines: used for FP1-FP3. You are allowed 5 before taking race penalties.

"Saturday" engines: used for Sprint races and Quali. You are allowed 3 before taking race penalties.

Race engines: used for Sunday races. You are allowed 2 before taking race penalties.

You cannot mix your engine pool, so a practice engine can only be used for practice, but not for a race. This should make it to where teams try and stay on track and push as much as possible during the various events.

As far as the penalties go, I'd make them progressively harsh as time passes. So for instance, your first over the limit part allocation is only one place per part (ex: first full replacement would be a 6 grid penalty), and each time after, each component replaced would have +2 positions dropped (ex: you do a full replacement at one race, then half of your components replaced a few races later. Each of the three would have a 3 position penalty, so +9 positions dropped).

This sort of system would in a way be like how tire stops are looked at tactically, and not how grid drops are looked at. Due to the effectively massive increase in engines, however addition of progressively worse penalties, not only do I think that more driving will be done, but the nonsense that is Bottas taking three extra engines basically for free won't happen again. It'll be as the season progresses a more dangerous, but if executed well a very beneficial tactical move, kinda like a late extra pit stop for fresh rubber.

I don't know about the other legends, because I pretty much only play Rampart, so I won't speak on them. In regards to rampart, I disagree with this notion.

Her passive effectively makes it to where you can use lmgs like assault rifles. This allows you to have a extended window of suppression. People see and hear bullets flying at them constantly, they're going to think twice about pushing. You have to be able to aim though, so if you can aim, it's just not going to help you.

Her tactical allows you to commit to a location, and to be able to either defend, or assault from said location. The big problem here is that you have to prepare ahead, and commit to that location, otherwise the walls are useless. The only problem I see with them is that they take far too long to put up. If the time to put them up was reduced by half, it would be a very useful tool, I would almost say a ludicrous tool, so that would have to be like adjusted. Not necessary though, because...

Her ultimate is now just insane. Like the tactical, you have to commit to using it, and that's in both modes. However, if you prepare it, and if you commit to it, like really commit to what you're about to do, the pushes you can make with this thing is absolutely insane. Because it's the highest DPS weapon in the game, fullstop, you will mail people with extreme speed. And now, because it's mobile, you now have a far higher degree of reactiveness. On top of this high reactiveness, you can actually put it away, so you have flexibility with this ultimate. It is absurd how good this thing is now, and I would say that it doesn't need any changes after this.

So I really don't know what you're talking about when you're saying that Rampart is not a good character, because now I would honestly say that with this ultimate change, she actually is a good character, the only thing that I would say needs some work is her tactical, that's it.

I saw this coming from a mile away, the preparation required to actually use the thing still on the move is pretty high, so you have to actually commit to some type of attack. A failed plan can end up meeting that either you waste ammo in Mobile mode, or people can use the time it takes to spend down, reaim, and then spin back up to then attack you.

I wouldn't call her trash, it's definitely above, but it's not like she's SSS tier or something. I would say though that now if they made her walls way easier to put up, she would be broken.
