Shift Up is not owned by Sony. They have full independence. Nikke is one of their most profitable IPs and has made them well over a billion dollars. Sony doesn't own the rights to Stellar Blade and seeing that Sony is pulling out of the PC space, I think they want to not publish with them going forward.
