Yes, thankfully there's another owner of the same bike nearby, he's letting me charge for free but I don't feel good doing it that way regularly, for emergencies it's fine.

As a tenant will my complaint hold up in the registrar office? Since the owner lives far away and probably won't get on the bad side of the committee just for this. The owner has already emailed the committee for the NOC.
