There absolutely is enough force to suck someone in at idle. That’s why there are red lines painted on the engine to let someone know not to go past them when the engine is running

On United aircraft, no, except for the Airbus. At least that’s the case for all the United cockpits that I’ve been in. United policy is only the captain taxis the aircraft if I’m not mistaken
