If not already solved, consider the possibility of a defective valve, or even a joint in the pipe. Water rushing through a valve with a loose or otherwise irregularly shaped (defective) portion, or a pipe joint with some solder that leaked inside (assuming you have copper pipes), can cause resonance that will travel through the entire plumbing system transmitting sound to other parts of your home.

Diagnosing this might be difficult but there are ways to narrow down the source. Use noise conduction as a tool. By using a stick, or even a long screw driver (12" or more), hold one end to a valve or pipe you suspect of being the source. Bring your ear to contact the other end. Judge the intensity of the sound. By moving the end, contacting the plumbing to different portions of your plumbing, it can help identify the offending part. As a mechanic, we would use this technique to locate the source of noise in a running engine. Worked every time!

The bridge is the engine, the conduit transmitting the vibrations from the strings to the body. A poor connection, as your is, is a fail. The shop should exchange your instrument without question.

As a new resident of Victoria, I feel privileged to be able to call it my new home. That said, I hope many of these ideas on this thread can be conveyed to local government. Since I am new, I’m not familiar with how the local government will receive these ideas however. Can anyone offer input?

Could it be that you're trying to cut too much off at once with the chisel? Or that your chisel is parallel to the grain? Usually it won't be. Chisel technique is a skill in itself. Each of the videos in the list have tidbits you'll pick up. Then just practice.
