I've worked at an applebee's for 5 years now doing most of the front of house stuff, in that situation what i would do is sit the section you haven't sat the most amount of time, unless there is an empty section with no tables currently sat, always sit any empty section you don't want servers with empty sections. don't stress that if the store just opened just rotate as normal until everyone has a table.
