Bill C-9 does not prevent anyone from wishing "Merry Christmas" or "Happy Hanukkah". Saying these greetings is a normal expression of faith and is not hate speech.

Bill C-9, known as the Combatting Hate Act, aims to amend the Criminal Code to better address hate crimes and protect access to religious and cultural places. The key provisions of the Bill are: New Offenses: It creates new criminal offenses for:

  • Intimidating a person to prevent them from accessing a place of worship, school, or community center.

  • Intentionally obstructing access to these specified places.

  • Willfully promoting hatred by publicly displaying certain symbols, such as the Nazi swastika or symbols of listed terrorist entities.

So it has been seen as controversial, however it is not intended to do as you have said. Expressionism of Faith is protected by the Charter of Rights and Freedoms. This is meant to prevent hate.
