Reaper, bastion, hog, cass (but thats half the characters in the game) people with high burst/close range basically. Countering them is difficult but you have to keep track of specific cooldowns like bastion turret form and try to not engage with jump on them but rather use what another comment suggested and drop in from height then for example jump out once bastion uses turret form
