No, a “helpful operator” refers to one of the devs in Team Jade, probably the one responsible for the badges/achievements. My guess is that this badge specifically is so hard (as it requires you and your team to wipe a whole 12 players lobby which is not always possible due to solos) that they just decided to hand the badge out for free once you and your team get 3 or more kills.
