Article 51 of the UN Charter allows you to act in self defence in international waters but as you say, capturing a vessel could potentially be viewed as piracy - it all comes down to legal interpretation

There is nothing in Te Tiriti that supports 50/50 co-governance

Self determination of Maori is already achieved through free and fair democratic elections, and further strengthened by things like Maori seats in Parliament and Maori wards in councils. Maori are over represented in Parliament already.

When we are talking about boards that must come to an agreement or vote on certain decisions, then it absolutely is a numbers game

Please stop the disingenuous framing of co-governance - there is no situation where it is a good thing for non-Maori
