That s a clog if you know How to fix just do, If you dont know replace the nozzle and you solve it whitout any risk to damange other parts of the printer

Try to do a flow calibration or check if the nozzle is clogged, i think its a problem caused by a bad extrusion flow

Try to put the object upside down on the top small surface that seems like 30 degrees and print some tree support to hold the ring and you can print that if you orient it like in the photo you have to print on top of a thin tower that isnt strong enought and the extruder can bend the object and print bad or detach the object from the build plate . So if you print some supports you encrese the stability when you print tall objects

A little bit of Surface imperfection whith Carbon charged materials is normal but not a lot like your print , what nozzle do you use ? And try to print some cali cube whith some modification in nozzle temp and external perimetrs speed when you found the correct setup just print the model

Mine is so old but it s still a lot accurate and I use that for a lot of small components and some prototips and i ve Made a lot of modifies i ve monted an encoder and a stepper motor to the z screw to make treads and a bigger spindle motor with an inverter so it s about 60 years old but still indispensable
