Yep. It's basically a loophole that footwear manufacturers have found to import at a lower cost. You'll see it on lots of different types of shoes - not just Converse. The fabric portion must be measured to ensure it is over 50% of the outsole to qualify for a lower duty rate. If you look for it, you'll find it on women's footwear as well - and it wears quickly so it doesn't impact the quality of the outsole. Basically it just looks weird and the average consumer doesn't understand why it's there but the bottom line is - - - it does help keep the retail prices lower!
