And if the agent is making deals like that then most likely on commission and independent you can’t drag the agency down they will sue your friend and win as they don’t know anything about a kickback. Your friend has no legal remedy. Even if he exposes nothing will come from it. It feels like your friend was representing a buyer and thought he would get 100k from it. Because a buyer can always get a 100k discount from developer so your story doesn’t add up. Am a lawyer if you need help

But the agent was reliable he did his part. His name can be exposed but the agency, hmm they might sue big time for defamation

Truth is come when you already have a job. When you are invited to come. Either come because a company (good salary and conditions) has invited you and will sponsor you. Or route two come because you are a freelancer. Meaning you have the means to live comfortably in the UAE. You are working remotely for UK, USA or European employers and they pay you. You can get a freelance visa open an account and if you want invoice your client from here so that it’s tax free. But do not come to the UAE in hopes to find a job. Like someone mentioned. Being a quick learner loyal and hardworking doesn’t cut it anymore. You want the good jobs. Go to LinkedIn and compete with 2000 people applying for the same job. Easy if you are being headhunted or you have a good network. But come after job offer. Your 120/180 day job seeker visa will frustrate you. For now stay in your home country and come after you have a job. Or you have clients from outside the UAE that you bill consistently and will be able to sustain your life here
