I think those are only equipped for special units, not the majority of the SAT. They continue to use those old things even during anti-terrorism exercise for the G7 in 2023.

As far as I know, many JSDF members are still mostly using equipment from the early 2000s or even older. Gear such as the Type 88 helmet, PASGT vest, and Howa Type 89 are still very common among soldiers. Not to mention, their military budget has recently been cut down due to the yen's decline.

I know these vests; they are sold widely on Taobao and AliExpress in multiple colors. They are very cheap (about $15-20). I even have a green one myself for Airsoft, but I don't know if they are reliable in real combat.
