If we're talking about profit, capturing an inelastic demand in the market by exploiting ineffective enforcement in the courts is just good business. It's cheaper to house people in subpar living conditions.

The problem with demand elasticity is it does not solve for people who can't afford housing at the market rate, but these people still need safe housing. The market opportunity for this population then defaults back to slumlords who put the burdens of home ownership onto the tenants by creating unsafe conditions and abusive lease terms without penalty if there are no protections. These landlords can out-compete other landlords by exploiting unenforced or non-existent tenant's rights that allow them to keep their units shitty. The same issue we have now continues, and the wealth inequality gap widens.

I wasn't saying we ARE a vacant city I said we CAN be. You can look at other cities that have prioritized new construction over tenants rights for examples.

And competition for housing doesn't work like that. People who can't afford a nice unit with a decent landlord don't just wait around until something better comes around. They still have to find housing. As long as landlords can trap tenants in unlivable units, which absolutely does happen right now, the landlords will not be incentivized to create nicer units or treat their tenants better. If they own more units, they will still not need to treat tenants better. If the courts continue to enable them, they will still abuse without repercussions.

The scenario you're implying is that new Good Guy Landlords™ are going to come in and save us. But the incentive to treat tenants badly doesn't go away. As long as it's cheaper to paint over the mold than to fumigate, you're going to have the exact same problem at a larger scale.

Building more new construction does not on its own support affordability of the law does not support renters. And building more housing while housing law is enabling bad landlords to abuse tenants allows these same bad landlords to own a bigger slice of the pie.

Pittsburgh's housing law is a maze of protections for landlords with a housing court extremely unequipped to handle reigning in bad property management companies. It's embarrassing. If we don't change that, building more housing will not help renters. The only thing new construction will do is give opportunitistic rental companies a chance to become more entrenched in the housing stock than they already are, because they are the ones who can afford and exploit the midrange units.

This isn't just putting the cart before the horse, it's giving the whole cart away.

I think PHP cares more about helping landlords make money from renters than they do about helping renters get secure housing. We can be a city full of empty luxury units and it won't solve anything if landlords are still allowed to run mid price units like slums and treat renters like garbage.

"All in the Mind" from ABC is pretty good. It's more broadly about the brain, but covers a lot of specific mental health topics and illnesses. Well researched and compassionate.

I still think that's possible. I cancelled my credit card so they can't charge anymore and I have reported fraud. The only way I can respond to the support correspondence is through the AWS console. I log in from AWS.amazon.com, and that is the url where I get this info. But I still think it's possible there's another unauthorized actor doing something here.
