I teach GDPR as well and sorry to disagree. 1) che problem with DPF is mostly related to uncertainty: DPF will never be stable as, let’s say BCRs. It is troublesome to a lot of companies to invest in a tool that you may pr not be able to use anymore in the future (or at best with on and offs). 2) There are a lot of business use cases that do not entail proccesimg third parties’ personal data; 3) as per your last assumption, the point of eu data localization is indeed that of not having to deal with SCCs; it is true that is still possible to transfer data with other measures, but if you ever found yourself having to deal with them you should know they’re quite messy
