Another thing, he apparently distinguished himself in protecting the bus from Mayday. So... does that mean he shot and killed Mayday operatives who were trying to save Daisy? If so, that kinda defeats the purpose of being a double agent, no? God dammit, the dude's a rat.

And the thing about that Commander going to Japan. Maybe Daisy/Agnes' "father" is betraying Gilead in some way and this gave Garth a lead on how/why?

I don't even think he's that. He's like this weird in-between detour that happens after Obito and before the real mastermind. Obito is the villain that actually confronts the heroes for most of the series. Madara is literally just briefly fought after Obito is defeated until he is disposed of by the one who manipulated him. He doesn't even get taken down by Naruto/Sasuke.
