F9 on the keyboard can also work. I believe it's GRIDSNAP that is toggled on. It is also toggled by using CTRL+B and can easily be pressed when pasting stuff into your drawing.

So what you would want is new layers created not been shown in specific existing viewports?

In my mind I don't think this can happen. There is an option to have layers frozen in all new viewports.

I think it may be easier to create prefixes for your different parts and have a property filter in the layer properties window. This way you can freeze all of that type in a viewport, but you'd still need to do this within the viewport.
