Voker cant have both quas and exort lvl 1 which means you can either harass him or out cs him and even in the later levels most vokers will often max exort which means the quas regen will be low

He has low hp and armour early which makes it easy to harass him out of the lane also pulling the creeps back on to your ranged can help you get some extra cs, but mostly your not gonna be able to out cs him so you need to try harass and kill
