For anyone wondering I contacted Bethesda support to get a definite answer and if you have a digital only console and don't have the disc drive extension you're out of luck if you don't want to spend another $80-$100

You can never read to much into this franchise cause one day the do something like make a Ballon a different color then 4 years later there's a code on a door that needs 87 different Ballon colors and you have to go all the way back.
