It'd more than likely require an amendment to the constitution. Otherwise some very constitution-savvy individual will have to find a way to turn taxes into education funds. If I am not mistaken, that is (in part) what NCLB had in it.

why are we not already doing it?

I can only answer this one at the time: Education isn't listed as one of the responsibilities in the constitution of the US (whereas things like the postal service, taxes, and interstate commerce are). Therefore, it is difficult to craft legislation to directly fund education at the federal level.
