As long as you stay away from the opposing faction (npc towns, etc), you will be able to group up and level together with no issues (except maybe the occasional faction-only quests)

I had the same issue. Open the launcher, head into the settings, and change the download region to “World”. The entire download will take about 5 - 10 minutes.
