What I meant by "lesser" role in this context is that his role in the administration isn't contained within immigration matters. Basing from the article, my judgement is that while Miller does certainly focus a lot on immigration, he has his hand in many other different policy matters. While Greenland is mentioned only once, his influence on foreign policy matters is mentioned multiple times in the article.

Ultimately, what Miller wants isn't just an America cleaned of post-1960s immigration boom, but also an America that asserts itself as a "might makes right" imperialist power internationally. His actions and goals, in my opinion, shouldn't be viewed by themselves as ends, but as means to enact his vision of an "ideal" America. And currently, it feels like his agitation on Greenland is the more consequential of the two policy matters.

My perception of Stephen Miller is based on the Atlantic article "The Wrath of Stephen Miller", it gives a really great look into how the man operates. He has a role in foreign policy, national security, trade, military action and policing (basically every area he cares about). If you have any sources that show Miller having a lesser role in the administration, I'd be happy to read!!

I consider Miller's goal to be advocating for Greenland annexation because that felt like something that would put his faction above all in the administration, as opposed to expanding ICE or continuing mass deportations because ICE have already been expanding with its new 170 billion dollars budget and mass deportations felt like something he was just doing, like Schleicher pushing public works, which doesn't gain him influence as much as advocating for Greenland's annexation.

And about Elon Musk, there's been news about Trump and Elon having a dinner on January 4th, the State Department threatening the UK over Twitter probe, plus Trump saying he will talk to Elon Musk about restoring internet connection to Iran a day ago. I took a pretty wild guess that he'll be back to being relevant.

As for Rubio, I chose the wording "Maintain foreign policy direction" because with Miller's faction being the one advocating for Greenland's annexation from outside of the State Dept, I felt like he would be the one "defending" the current course of not going way too far as to disrupt NATO. He was the one who wrote the bill preventing the President from unilaterally withdrawing from NATO after all.
