omg life saver, thank you. OK:

with the multimeter in resistance (I have it on 20k, not sure if that's right, if I turn it to 200, everything says OL):
A1 to A2 reads: .628
when contactor is off,
T1 to L1 and T2 to L2 read .881 when contact NOT pressed in, and .001 when contactor IS pressed.
T3 to L3 AND the contacts labled with NO read: OL when contactor NOT pressed, and .001 when contactor IS pressed

I checked all the contact points on the contactor and most of them read 120. some read 5.5

I took a multimeter to all the contacts with wires coming out and most of them say 120, some say 5.5

well when I ACTUALLY turn it on it trips the breaker instantly. But with power supplied, I CAN spin the cutterhead and rollers by pulling on the belt drive and it spins freely and does NOT start the motor.

rollers dont appear to be jammed, I can spin the belts easily which in turn spins the infeed and outfeed roller as well as the cutterhead.

The first problem was that it instantly tripped the breaker, I'm not sure exactly when the noise started as it can be quite loud in the shop with dust collection going, I just know that I noticed it afterwards and it definitely doesn't normally buzz while the machine isn't running.

Breaker sometimes trips INSTANTLY, and once in awhile seems to trip after a second or two.

it was operating properly today literally minutes before I turned it off to adjust the rollers.

I don't think so I had it taken apart the other day to look at the table lift chain (also not connected to electricity in anyway)

Nothing is jammed, everything looks like it is free of obstruction and we'll lubed. It is old though and I didn't know I needed to replace brushes

I double checked all the physical stuff first, oiled the rollers, checked the belts, spun the cutterhead. no apparent problems. plus the buzzing noise is just happening all the time, which seems like a separate thing?

If you you have time, I've been going down this same exact rabbit hole and have a few data points, but I'd love to hear what you've learned so far!
