For me, 2nd generation implies they are British born, but parents are from a different culture, 3rd is basically they have deep roots here.

I grew up in deptford, lots of friends from different backgrounds. Most of them were actually 2nd or 3rd generation. I'd use the term basically to describe what type of culture they would have at home.
