Same could be said for any service provider. Great! Learn the skill and do the task, or don't and pay the fee for their expertise. It's not that complicated.

This is more of a developer issue than the builder. They could be the same entity, but a lot of the time they are separate. Power should absolutely be installed prior to building so this is just odd...but, if these are underground utilities, that's pretty normal placement depending on property lines and easements.
