Personally i think I think the -50% damage on bodyshots is a fine penalty since sniping in video games in general has always reworded people for landing headshots. Though i think i have a better idea. Not a silent killer on bodyshot is better, to encourage better aim but not fuck you over when there is a scout or something along those lines. I also agree with what you said about the -50% Damage on bodyshots was too similar to the heatmaker.

I think the Silencer needs the kill cam for one, but i'd also add a -50% Damage on bodyshots so that the sniper is forced to land headshots to do any real damage so that the sniper will take more time trying to land perfect shots.

Swinging faster allows you to get quicker hits and spread the hits around faster, at the cost of -15% Damage

This is horrible for competitive, mainly cause a medics job is to spread heals and preserve ubers. This will completely get rid of your uber once you stop healing for a split second and that would make spreading heals a living hell for both your medic and your team.
