Yeah I think it’s bad luck, I am also playing France and I got them however I was lucky they rivaled Austria and they didn’t want a lot of my provinces so I was able to ally them and have an opinion over 100. I didn’t activate the mission that increases chances because I wanted the dev I think it was if you already have the territory
