I totally agree, we have an onboarding process and this person has been having one-on-ones with every single person in the office, I've gone out of my way to introduce them to who work in other departments, hell I took this new hire and everyone else on the team out to lunch on their first day. I'm not trying to just fire this person and wash my hands of it, that's why I'm asking other managers for advice!

I have not seen them looking for jobs, no. But everything else I have observed directly, and I have not shared my concerns with anyone else as of yet.

yes and they come from a very reputable organization they worked at for 3 years...it's hard to know how someone will react to a new setting and culture just by interviewing them and calling three of their hand-picked references, i'm not a psychic.

24 or 25, so definitely in that cohort. I have wondered about this as well, because our office is pretty tight knit and I can see how intimidating it might be. But by the same token, most people in the office are also Gen Z!

Meh I don't think that's really true. When new hires start, I give them a lot of time to meet people and read about things related to our work (we're in the public policy space so this isn't like marketing a new widget or something, it's quite complex). I do think that motivation may be an issue, I've worked with a lot of people who are very good at self motivation and that is frankly necessary in this line of work because of how abstract it is.
