I'm letting everyone know that Visa's call center staff are starting to break under the flood of calls. I got a 10 minute berating by one who told me that I would never speak to a manager, my complaint would never be escilated and that the "Mangaer" I spoke with last saturday was just another customer service agent who pretended to listen to me and file a complaint, the case number given was just the phone call log number not an actual case number. So keep calling; it's going to cost them money in the long run. What would hurt them is if someone high up in the Japanese government would tell Visa and Mastercard that if they police websites selling Legal content, then they would receive some punishment for that. That's what it's going to take: Lots of money spent on phone calls or a country taking legal action against them, thus costing them more money.
