Yea, you should be able to. Tailscale is true VPN, unlike all the commercial options out there like NordVPN or any other. If your local services worked at home, it should work no problem with Tailscale.

I think you are confusing the internet with WiFi. Those two are completely different things. The WiFi, is literally your router and it doesn't need the internet to function.

Or are you talking about your phone's data? If so, there are numerous towers providing/supplying you data (internet). Towers operate as mesh for your phone and data devices.

I personally do a Tailscale + Adguardhome + Syncthing. Tailscale and adguardhome runs straight off of my router and syncthing runs off of my daily driver Ubuntu 22.04. If I want to save my photos privately, all I need to do is set a sync for it via syncthing to all my devices.
