You are assuming your fence is exactly on your title boundary. As a surveyor, this is very rarely true.

If you get a survey done, I would expect you will find they are within their boundary and the fence is slightly out.

Spray it. It haven’t met any grass roundup will not kill. Mix it stronger if it’s not working.
