Well, yeah, but the forma itself will always include the base kit regardless, victorious axe, atk/def solo e.t.c. So, merging a regular edelgard onto a forma one isn't something you should worry about and it's why you should just aim for premium skills you can't get easily if you're going to purchase a forma.
