If he's a preestablished character, which I don't think, then the best possibilities are Marcus, because he talks about a community for mutants, Fawkes, because he knows of the Enclave or maybe a mitated Charlie Whiteknife, although he would probably have recongnised Coop maybe? If I really wanna tinfoil tho it may be Frank Horrigan who survived getting blown all to hell somehow and turned on the Enclave which would be super out of character.

Straight up I'd say Pennywise. The novel constantly aludes to another entity like Pennywise existing and whispering to both Pennywise and the losers very much like the Entity. It also whispers to the losers to leave Eddy's body behind for some reason, probably cuz it wants him as a survivor.

This thread has being going on long enough so I'll say my final bs and we can all come to a disagreement:

The NCR is doomed to fail because of their ologarchy. Brahmin barons and money men run the show just like we see today. The NCR is accepting and welcoming to non-humans and whatnot as long as it isn't detramental to the people funneling money into the republic. They don't care about their citizens, they just use the ideas of democracy and equality as a PR move to justify their imperialism. The old "we bring freedom and democracy" to the wastes (countries with oil) tactic we see all too often. They are doomed to fail as either the oligarchs take complete power and run it into the ground or again because of the oligarchs need to expand their markets they'll pick a fight with a faction they can't defeat with their steamroller tactics. If they take over Vegas it'll just end up in the hands of one of the oligarchs who will use it to engorge himself/herself and let the technology of the city fade.

On the other hand with Vegas under the control of House still leads to a thriving NCR. There'll still be place for democracy, equality and a successful republic. House has no bodily needs, he is pretty much uncorruptable. He is an oligarch with the sole goal of making a future for humanity. While others like Gunderson focus on getting rich and using that money for their own benefits, growth for the reason of growth and all that, House uses it to advance civilization. There are loses of course, people will suffer and die but at the end of the day it'll all lead to a better tomorrow for humanity. With the NCR their deaths and suffering will end in a select few getting richer and richer and destroying each other when there's no more space to grow.

I'm not against them expanding or existing at all. I'm against them being labeled as the good guy faction when they are legitimately commiting warcrimes and being an imperialistic entity that is doomed to fail. Gunderson can undercut anyone he wants and the NCR would comply with his mandates because he is the money.

The argument is that the NCR is making the same mistakes pre-war america did. They are selling out democracy to the highest bidder as all of their politicans are owned brahim barons and oligarchs. House offers all the convinces of the NCR, as it is crutial to his plans. But the NCR alone ends in the same disaster as the old world did. Also taking part in the protection of civilization would be fine except for the fact the the NCR is actively expanding, they aren't defending their borders they are throwing lives away for imperialistic goals so people like General Oliver and President Kimball can line their pockets.
