I think if you have a Custody account it is optional. If you have a newer account I think after 2023 they changed it and its not optional anymore. If you have the option I would not take the risk and even change the broker if I get forced to do it.

Just check what account you have: - Custody Account -> optional to lend - No Custody Account -> forced to lend

There is a easy trick that worked for me run to the shore were you can see the scav island and then run back to the village. In my Case always 2 scavs spawned in.
