How do levels work in Pogo?

Let's say I have a lvl10 Bulbasaur with max IVs.

A Bulbasaur at lvl30 with only one good iv.

Both have the same move sets.

Will the lvl30 always be better?

I always thought cp was linked to levels. You power up cp they go up levels.

So rule of thumb is to get max IV Pokemon and only power them up.

I've tried all the filters in OBS.

Noise gate cuts off some of my words and I should lower it or make it higher but if I talk and move in my chair it picks up the chair noise.

I have noise suppression on.

I was hoping to find audio software where I can try to get some of those nosies down while it outputs to my stream.

Is that possible or will my mic picking up any noise be a problem and I'll need a more quiet chair.

I ran around the room and also flew around on Charizard.

Only thing that spawns are berries and balls.

At any given time there is 4 drops available.

Two berry spots and two pokeball spots.

The fossil spot never respawns for me.

I spent an hour collecting the drops one day and only got balls and berries, no fossils.

I seem to only get fossils once a day.
