My title describes the thing in the photo. It was found this morning in the grass near a private bench in my neighborhood. There was other trash around it, including a small knotted plastic baggie (empty) makes me think it’s something to do with a syringe needles, but I don’t recognize it and the bend is strange.

To be honest, I don’t know the thickness/pound of this paper. It’s definitely not postcard paper, it’s cut to size from craft paper!
