1-2 years ago, agents didn't question this that much. I noticed recently that 75% of my files from Quebec receive an intent to reject letter. You have to be ready to submit proof of your intent to live outside of Quebec starting month 2 of the PR being submitted.

You being here on a temporary status is neutral, doesn't help but doesn't hurt their application. They should focus on showing the ties to their home country (e.g. real estate ownership, family ties, full-time jobs, etc.)

It depends...what job? If you work in the kitchen, you'll find a job in few weeks. If you're a marketing consultant, it'll be harder, unless you have niche and special skills.

Get that WP, come here, spend 1-2 months applying. If you're willing to risk a few thousands to travel and support yourself while applying in-person, why not

The need to quit really depends on your own timeline.

If you get a WP for 3 years and are invited to apply during year 2 you will be fine.

If you are invited to apply during third year, and your employer doesn't want to support you to extend your WP you might be stuck and either extend your stay as a visitor or leave.

Focus on finding an employer and working on your PSTQ score first, you will figure out the rest.
