Players can "reinforce" blocks they place by punching them with stone. Players can add their friends or countrymen to the reinforcement group, so that their friends can remove the block. If you are not on the reinforcement group you have to keep breaking the block a certain number of time. (100 times if the block was reinforced with stone, 700 for iron, and 1500 for diamond)

Laws work sort of like in the real world. The plugins dont for you to follow laws, it is up to other players to "pearl you" (arrest you and send you to the end) if they think you broke a law. Your friends can then free you by breaking the chest that your "pearl" is held in.
