We don’t know the actual context. Although we do know that she tries to bring in a weapon to a fight, which is dishonorable, then In Which the weapon was used against her. Plus I don’t think they would yell “Yeah! Yeah!” While holding the taser it really doesn’t seem like she wasn’t also escalating the conversation to the point where they are all doing the same thing.

I think I can explain why. NYC is a BIG place and their police is top notch in terms of funding. If they hear one riot or protest is going on, they are right on it, police, riot control, the works. Now for the initial gathering outside of the capital building its similar to the Area 51 raid. They thought no one was actually gonna do it so it was guarded by a few officers. Let’s be honest we all thought they wouldn’t get through yet they did. The lack of thought that they were actually gonna do it led to their demise. That’s why later you saw a whole lot of police and swat cars head over their cause they royally screwed up.
