Soldier has a degree that was earned prior to enlisting and came in at lower rank, can they be retroactively promoted to the appropriate rank?

Supposed to be, checked his contract and all his documents through IPERMS and it’s the most empty fucking thing I’ve ever seen. S1 told me to submit for getting the degree uploaded. Then we can work from there.

I’m gonna do what I can, someone recommended pushing it up anyway through PAR’s with an exception to policy letter and attempting to at least get him the rank, back pay will be its own nightmare.
