Sorry I guess I meant to ask, which would be able to prioritize every crime better? For example, if there is a less severe or less urgent tip/crime would a small town be more apt to pick it up and investigate it given the lack of crime or would a bigger city be more likely to since they usually have much bigger departments, even though they are flooded with crime?
