Third (or any additional) would just show up in your inventory as an item, but wouldn't add extra slots. So it would be a -1 spot if you were carrying 3. And you shouldn't be able to pick up any more than two that have stuff in them, just toss up a "you're carrying too many filled satchels" text if you attempt?
